It's been ages since Hal has been in the Justice League and I really can't even remember why he left/hasn't rejoined. Getting tired of all the fill-in GLs in the League...
He picked a fight with Wonder Woman that caused a battle within the team and garnered them bad press. He punished himself for this by resigning from the JL.
