I don't think DC will be featured in the film. I think he's just in stormtrooper gear in one of the scenes, just for fun. That's my take anyway.

Based on his title and voice over in the first teaser it sounds like he's the new equivalent of the Emperor. Likely a Sith Lord and Master to Kylo Ren.
