Damaged Bowen Sinister

Man, I paid a pretty penny on this guy on eBay. Seller said "no damage" but Sinister arrived with a crack on one of his cape strands and a paint chip underneath them. Having a hard time buying this was all due to "shipping".

I'm no artist, so I'm wondering how extensive a fix this is. What would people suggest for these issues? How expensive would it be if I outsourced this to a pro instead of my novice hands? Are my novice hands up to the task?

All feedback is welcome.

Did this one come with the Styrofoam that fit under the 2 sections of "fins"? I keep all my packing material and there was Styrofoam between Sinister's back and the bottom "fins" and Styrofoam between the bottom "fins" and the top "fins". If it didn't, shipping definitely could have caused this due to "bouncing" as the package is handled.

You know, there were two small square Styrofoam pieces in the box, but I cannot remember them being placed between the fins and Sinister. What makes me wonder if the statue was damaged before shipping is I can't find any red paint chips in the box.

I've brought the damages to the seller's attention through eBay, but I didn't list any demands. I uploaded these pics as well. Their protocol is to allow until Dec. 6 for a reply before escalating. The next question in my mind is what counts as fair compensation? One forum member already suggested 20-25% refund.
