Interesting match-up!
I'm going to have to think on this one. My first instinct is to give the edge to the Winter Soldier, but then again, the Punisher did kill the entire Marvel Universe...

Man, this place is a ghost town! And on such a cool question!
Anyway, my two cents is this: I finally came down on the side of Frank, mainly because he's willing to do anything. Bucky still has an honorable core, I'd argue, which would prevent him from going to any lengths to take out Castle. Honestly, Frank is sort of Marvel's Batman in some ways--give him enough time to prepare, and he has a shot at taking out anyone.
So: The Punisher.

I said PUnisher also, at the end of the day, I think he is just more cold blooded than Winter Soldier.

I don't know that much about WS but does he have enhancements like Cap? If so shouldn't be have enough training to make short work of Punisher?

Alright...just the mention of Punisher being able to defeat anyone if he has enough time to to prepare...like Batman, causes me to vomit...and then vote for Winter Soldier, based on principle alone!
