I don't understand why Firestorm is one of the options when they've already stated they are doing him and shown his design.

Because fans get to choose when. If everyone wants him in 2024, then we will move forward on him. If fans want something else, he will be later.

I was torn between Big Barda and Firestorm. As a kid Firestorm was one of my DC favorites. Over the recent years Big Barda had become a favorite. Hard choice ... so voted for Firestorm.

I am leaning Firestorm (although if you were thinking of a "Batman surrounded by his villains" in this bust line, Grundy would be the pick).
