Chad said Powercon is where he would show Hordak and Teela if she is ready if TH can make MOTU. I would think those concept could get shown

May I ask what video exactly you are referring to? I always thought that I watched all of Chads videos and that part doesn´t ring a bell at all. Being a huge fan of the statue line I assume that I would have cried like a baby hearing such a statement from Chad.
