What's 100% tool. Does that mean new figure instead of re issue ones like Green Lantern or Wonder Woman.

I think he is saying that they would need to cut a new plastic injection tool for her complete body. A lot of times, the toys are designed so that arms, legs, or waists can be reused on other figures. I guess with her design, they would have to do everything new. And getting tooling done is very expensive.
