I've probably put the least time into SFIII compared to all the others (even the original), but I voted for III. He looks the best.

If I may...SFIII never took off because after so many iterations of SFII, coupled with the fact that so many other (inferior) fighting games were hitting the scene, most people (like me) just moved on. It didn't really have anything to do with quality, as it's clearly a superior fighting game. The Street Fighter brand just needed a little hibernation to rejuvenate itself (and the fighting genre as a whole).
