Actually, I am of the opinion that technically, Vader & Tarkin are not ANH figures but would fall under the Rogue One category

They both have the same bases as other R1 figures & no where on the box does it say ANH

It’s kind of mix of both. Vader is definitely Rogue One because of the glossy mask. But then the set comes with the interrogation droid and Tarkin’s chair which are only in ANH. So it was a toss up where to put it.
