well deductive reasoning is different then standard intellegence, i'd easily put Bruce at the top of the "detectives" list second only of course to Detective Chimp

I think your term smartest is kinda broad. There are different types of intelligence from Language, Science, Tech, Mystical and Battle Strategy. I will exclude any high end cosmic beings like Galactus or Skyfather god types and above to make things a little fair. I'll separate from DC and Marvel
1.) Thanos would be one of the smartest beings in the Marvel Universe.
2.) Reed Richards- good with theory and tech.
3.) Victor Von Doom- Good with Theory, tech, and mystical.
4.) Black Panther & Tony Stark great with Tech
5.) Athena- Knows a lot of stuff and is great a strategy.
6.) Cable, Banner, Apocalypse, Mad Thinker, Leader, Ultron.
DC
1.) Darkseid
2.) Lex
3.) Bats
4.) Supes
5.) Mr. Terrific
6.) Atom (Ray Palmer)
