Mr. Terrific has been credited as the 3rd smartest man on earth in the DCU for some time now. I dont think they've ever mentioned who the 2 are above him but I'd suspect among the humans the top 3 would be...

1 - Lex Luthor
2 - Ray Palmer the Atom
3 - Mr. Terrific

Brainiac would trump all of these imo but he's not human

I agree Lex is #1 for humans but i'm not sure of the others in DC.

What are Lex's specs that make him smarter than Ray? I know that he invents things, but he has crews of scientists that work for him and do the majority of his work.
