I wouldn’t write her push-up breasts off as historical inspiration. Her outfit seems to have elements of Victorian and Elizabethan dress, cultures that were pretty prudish. A flash of the ankle was considered risqué at the time. She actually looks more like a harlot would from those eras. That would be fine if that were meant to be her character, but it seems inappropriate with what we know about her, so it ends up distracting from her story instead of supporting it. Compare this to some of the earlier artwork we've seen of her.
It looks like they were trying to make her simultaneously creepy and sexy, and ended up with an awkward result.
