You may want to find out if something legitimately happened to this guy/gal before you let loose and rip on them. Perhaps they were in an accident or had health issues? Maybe someone else in the community knows, perhaps one of their other clients...check with them first.
If the person is sitting there and simply not providing your piece and not answering your questions, then by all means, let loose. You may burn your bridge with this supplier, but perhaps it's for the best.
