Does anyone else agree that Luna should've been a standard bust and Cho should've been the exclusive? I mean, given how much screen time Luna got and all.

ya it is a bit backwards in the movies, but the reality is that Cho is a much more popular character in the beginning books. Both of these characters are important in the story and should have been standard sales in my opinion, but then GG would have another bust selling for less then retail on ebay and that doesn't make them feel special.
