The thing is initially the Action figure producer McFarlane started the trend of 1/4 scale with his 18" Movie Maniacs. Then SS followed suit years later with there PF lines. While 1/5 scale is nice the preferred scale for the majority of collectors is 1/4 scale. It just looks better and if done right captures plenty of detail.
Now currently we are seeing a rising trend in 1/2 scale items mostly put out by SS but also done by private commissions. Half scale is Very Nice, but can only be afforded by certain collectors making it more of an ELITE facet of the hobby. Which is fine, but the Elitist attitude that comes with it is really starting to get annoying and childish.
So to answer your question 1/4 scale fully sculpted statues is absolutely fine and will be loved and admired by all. But to do one popular line in 1/4 scale (not even taking format into consideration) and then doing another popular line in 1/5 scale is an injustice to the collecting community. While collectors will buy this line of statues due to the license, they will be disappointed when placed in their collection, possibly next to a line you have already done in 1/4 scale. Kinda like why didn't the producer make this license in the same size as the other one, as if it were a lesser license?

This wouldnt be for Street Fighter, this would be for some new licenses.

As for me, the pricing will decide it. How much for 1/4 and how much for 1/5 ? I mean if 1/4 costing 300, and 1/5 costing 270-280, it's 1/4 all the way. But if 1/4 costing 300, and 1/5 only 200, that's a whole different story.
Especially if this series have plenty of characters, such as Mortal Kombat.
If it only has few characters, just do 1/4.

Maybe 1/6 scale would be a better choice. It would be more afordable, and potentially bring in a new type of collector that either can not afford the high prices, does not have space for these larger pieces, or is more of a fan of a smaller scale line like 1/6 scale.

Pricing wouldnt be that different. Maybe $250-260 vs $300

Problem with 1/6th scale is because the price is so much lower you have to make dozens of products per year to make a decent profit. You cant just make 3 or 4.
Or you have to price them higher as i think Bowen is starting to do.
