Black Bolt's strength is only about 1 ton. He can however increase his strength by using his control over electrons to about 60 tons.
Still, as nothing against the strength of the Hulk.

I don`t even know how strong Luke Cage and Spiderman are now.

I will have to double check but I think that 1 ton is correct for Black Bolt. None of the average Inhumans are all that strong or powerful, kind of like Eternals-light.
Luke Cage (these days) = 25 tons up from 3.
Spider-Man (these days) = 20 tons up from 10.

Hulk now starts at 100 tons (used to be 70); which means he outclasses all but a couple before his rage increase the level. Without any known upper limit the Hulk has to be put down fast.

Have they explained how Hulk is now the strongest he`s ever been?

Yes, at the end of Planet Hulk the blast of irradiated energy that killed The Hulk's bride, friends and loved ones washed over him. He commented in that issue that the explosion increased his strength. So, I'm guessing his gamma irradiated cells are receptive to the radiation from that blast and that energy which wiped out a planet also was absorbed by The Hulk thereby making him the strongest he's ever been. That, plus his immeasurable anger.

thats what worries me...
if the explosion amped him up, that is sure to wear off eventually, right?
I think he has also learned to tap into his fury, and focus it, thanks to the help of his teams psychic,

Hulk always was an engine of destruction so I would think if the engine keeps revving it will lock up besides Hulk has always changed back when he calms down.
