Are we saying that it is another person who's body she is putting his face on? Because I don't know why he would be in 80s clothes otherwise.
BUT it could very well be a "fond memory" because he is standing outside of an ice cream shop. And that scene where he bought her ice cream was so adorable and sweet!

She could do the thing where she mistakes a similarly looking man for Steve and makes her do a double take to realize it isn't him. It could be she sees him at times over the years the way some people do when dealing with grief or loss.

I live in LA. All movies have codenamed to keep away the masses. Here they have yellow signs pointing to the shooting camp. We see them everyday so no one stops. But if the sign said Captain Marvel or Mission Impossible then people would stop.
