Russ Braun, artist on Fairest, Fables, Jack of Fables and The Boys. He does great fully rendered pencils. He is easy to deal with and a great guy.

Ryan Kelly (Saucer Country, Three, Star Wars) is another great artist who does inexpensive work. I don't know if he takes regular commission requests outside of cons, but he did this 9x12 for me last year before NYCC for about $75.

Ha...Aric beat me to the Allan Goldman recommendation...I commissioned him twice a lengthy time ago (8-10 years probably)...very nice pieces. He's on my list to hit up again soon.
