I'd only maybe consider Huntress as missing, but she's kind of separate in my mind. I wouldn't include Gordon, Cassandra Cain, or any of the newer ones as necessary.

It needs Huntress and Cassandra Cain and I think its complete. I want Cass to be done cause shes a fan favorite and hasn't been made yet by anyone. I can live without the smaller characters such as Spoiler, Carrie Kelly, or Batwing.
