Best Time To Escalate A Paypal Claim?

I purchased a statue from an Ebay seller on 18th December, and just after Christmas I emailed him asking about the whereabouts of the statue (which was supposed to be sent 1st class recorded delivery, so it should have been with me pretty quick despite the busy holiday period). He never replied, and a week later I emailed him again asking what was going on. Again, I've received no reply. I decided to open an 'Item Not Received' dispute. This was two days ago, and he has yet to reply or acknowledge the dispute.

I wonder if anyone knows what would be an appropriate time to wait before escalating this to a claim? If there was a genuine reason for not having received the item I could live with that, but I do find this whole lack of communication frustrating, especially when he has ongoing auctions and also seems to be leaving feedback for his other customers!

I would think it being the holidays it`s very busy for people.
Also he could be dead it does happen.

if folk dont reply to emails ,i open disputes . usually gets there attention .if you payed for item the least seller can do is take 2 secs to reply to questions

could he/she be on holidays?
i once had an issue and the seller got back to me 3 weeks later and rectified situation - he had been on holidays

The issue I have is that there seems to be activity on his account. He has listed items since I emailed him over a week ago and he has also left feedback for his other customers, last two on the 5th Jan.

can we ask the sellers name?
there have been some ebay seller with a history of bad communication
if not can you tell if it's an ebay store vs. a private seller
what was his feedback like - some of these guys with 99.0+ have quite a few horrow stories because they sell so much the feedback gets diluted - try and read his negative feedback if he has any to get an idea on his reasons for receiving negative feedback
