The "stock chrome" as you call it is an aluminum coating process, not an actual paint. Any sanding would damage the chrome finish and there is no way you can touch that up. If I were working with it I might try carefully removing the yellow paint with alcohol, but of course you don't want to damage the rest of the paint. The chrome should (cross fingers) be able to withstand a little alcohol, but keep in mind that too much rubbing will mar that chrome finish. If you are painting over the area with an opaque paint light surface scratches should not be an issue, and would actually help with adhesion.

The previous post is right on as far as painting over the chrome, I had the bust redone years ago and the painter just scuffed up the chrome in the areas he repainted and the paint has held up perfectly.
