I was complaining about this on Facebook. That aspect ratio was only on Facebook on the official page of Blade Runner 2049. The version I linked to (on page 11) was the official wide version on YouTube.
It's a lame attempt by Facebook to get square videos trendy again, similar to what Instagram did in their initial days. The trailer had Roger Deakin's beautiful cinematography, yet thousands of people saw the trailer on FB only in the cropped format.
This square video on FB has been going on for couple of weeks now with few official pages, but Blade Runner 2049 was the big one, another recent one was the trailer for the Emoji movie.
Instagram was going for the retro look with the photo filters and square images, did the same with videos but eventually offered wide format.
With Snapchat, square videos are somewhat gaining popularity and Facebook is trying to ape that. I am fine if people want to post their personal short videos in that format, but not for modern movie videos which are meant to be showcased in widescreen.

Here is an old article from 2014 which talks more about this trend. I enjoy retro aesthetics, but movie content needs to be in its original intended format.
