It was expressly stated that the Viking Thor had to have enough POs to be made, not after production orders. Hence it being canceled.

Which is a stupid decision by them in the first place. "Here's what it looks like in an unpainted, unfinished state, please order it up front or else we won't make it at all." And what would have happened if they needed 400, 425 people pre-ordered, and 40 of those people cancelled eventually? "Oh sorry we had enough, now we don't. Cancelled."
They shouldn't have even bothered with showing it to people at all if that was the situation. And as others have implied, it's easy to be skeptical that's the real be-all-end-all reason why it wasn't made. Either way, they didn't handle it well.
