Yeah, I am pretty sure that the look is by design to parrot the Miller books. I am okay with it but thus far "Dessert Storm" Batman is may favorite look (and seemingly much more streamlined, despite the extra gear TBH).

Personally these movies are no different than book adaptations, I mean these are book adaptations. And we all know that book adaptations are usually not faithful to the material, so this is no different. Being based on comics I think there is more of a sense of freedom in changing things because almost every important story has been told any number of ways, every character gets re-interpreted every time a new team takes it over. The comics are different than the comics, the cartoons are different than the comics, the tv shows are different than the comics so the movies are different than the comics. In the end, as long as the movie is good, I'm good.
