Just finished a commission of a Werewolf character for a Singapore client. Mechanical pencil on paper. Tone in photoshop.

How I approached this was, ask the client how he wants his Werewolf. Fully transformed, half transformed, with wolf-like legs?

Then, drawing it by
(1) Decide on a pose first. Straight on view, side view? Battle stance, hunched back? Action pose?
(2)Sketch out the silhouette of the pose
(3)Flesh out details. I usually do the head first, once I get the "face" down, no need to be in full details yet, just get the "spirit" or the essence of the character down, then I would feel more confident to complete the rest.(torso, limbs , accessories if any)
(4) Add in the crosshatching, thick shadow lines, different line weights on the character.
(5)Scan into Photoshop. Go to Channel, duplicate Blue channel. Go back to RGB Channel. Load selection > Blue channel copy. Inverse selection. Fill with black as ink layer. That would become the black lines. Then convert to CMYK mode(because later it can be used for printing).
(6)Fill in some tones below the ink layer.

That's it. Done.
