It'll just have to be hidden on a server for now. Like NRS. 
It won't be "on disk", it'll just be "on your HD". 
Gotta love the FGC. We know how to argue for a worse delivery method of post launch, concurrently produced DLC.

Zangief is in V. Super stoked. Wish it was Haggar or Hugo, but I will take this for sure. Would love to see Jerry do a revisit of him as the old one is way out of my price range.

That would be amazing. Super huge Gief please.
I would kind of like seeing him flexing as well. He looks to play like a good mix of the meaty grapplers that i love. Cannot wait. His critical art looks a little plain compared to the crazy ones that the other characters have.
Please Jerry revisit the red cyclone in mixed media.
