They’re both focused on the coin. Not having eyelids just makes it hard to have a good grasp where the burnt side it looking exactly.

Hmm... To me, it looks like his right eye is slightly looking up / not at the coin. Guess its the angle.

Same, I could buy that the left eye is looking at the coin, but his right (normal eye) appears to be looking upward slightly.

Glad I am not the only one.
In this one, it looks like both the eyes are looking up.
Personally, I wish he's looking straight at the coin. Would like to place him above the eye level and like the pic below.

Oh cool, missed that. I really just assumed it was an (no pun intended) optical illusion caused by the lack of eyelids on the burnt side. It’s much harder to see if they’re lined up or not without similar features to compare them too. That eye certainly seems looking at the coin. I admit the right seems a little off but sometimes when an eye is looking that far over it can look a bit wonky, even on a real person.

I just see it as he was talking to someone and showing them the coin as he was about to flip it and decide their fate. Never assumed he should be looking at the coin.

I like the idea of Two-Face staring directly over the top of the coin, looking at the person while showing them the results of the coin flip.
