You partly right. If you are going by the Original Myth yes the Dwarfs made the hammer for Thor with too short handle thanks to Loki.

In the comic book the Dwarfs made the hammer and Odin put the enchantment in it. Odin later gave the hammer to Thor after he proved worthy enough to carry it. In the comics most sky fathers could easily lift Mjolnir.

Ben Grimm is one of the noblest of all comic characters, and Billy is pure sacrifice and innocence.

I don't know what standards Marvel use to make a character worthy enough but I do know Ben Grimm ain't one of them. Billy is from another universe and I just don't see what things he has done. If you ask me the bar for whos worthy and who is not is rather silly. IMO the enchantment should have been changed to allow no one but Thor or Odin to lift it. All that worthy crap lets anyone good enough to lift the damn thing.
