Cap beats Batman in any situation. Drunk or not. I would think the super-soldier serum would help Cap fight the effects of the alcohol.

in a blow by blow slugfest Steve has the edge, he's unquestionably stronger. BUT with all his years of brooding alone in his big empty house i bet bruce has built up quite the alcohol tolerence from all that brandy those rich lonely guys are always drinking

I seem to recall an issue of Cap from the late '70s/ early '80s where both he and Sam Wilson get mugged coming out of a bar.
Both are so drunk they nearly get their butts handed to them. Rogers even ends up missing with a garbage can lid he threw. They both promise never to let themselves get into that type of state ever again.
As Bruce Wayne, Bats only pretends to drink, so I'm not sure what his tolerance would be.
I give the edge to Cap only because of the SSS.
