I think you are right even though there was a period in time where Juggy the villain did spend a lot of time together with Black Tom Cassidy and terrorized the neighborhoods together with him.
Besides, the wrecking machine Juggernaut is also part of the Group of eight Exemplars but they basically fought each other instead of forming a team. Last but not least Juggy as a villain was also one of the Serpent's Worthy (even though he was transformed into Kuurth; the Breaker of Stone)
Juggy as a hero has been part of Excalibur, the X-Men, the Thunderbolts and the Exiles..
After a difficult start he was more and more accepted by his teammates and he more and more accepted being part of a team. Juggernaut has not alsways been a loner and even managed to have a one night stand with She-Hulk one fine day (or should I say night? :-D )
For a short period of time Juggernaut was also believed to be a part of the Magneto's Brotherhood of Mutants who planned to attack the X-Men but it turned out that Juggernaut was a mole planted by the X-Men to backfire on the Brotherhood.
Note: in the movie X-Men The Last Stand Juggernaut was inaccurately portrayed as a mutant and a member of the Brotherhood of Mutants.
Because of Juggernaut's titanic strength, near-invulnerability and the fact that he is near unstoppable once he decides to start moving, it's very understandable that Juggernaut often does his own thing. He is so powerful he can achieve a lot of things himself without the help of anyone else. Juggernaut from time to time does appreciate being part of a team though; he has done it before and I would not be surprised at all if he will do so again in the future.
