I think that GR's stare would have no effect at all on Galactus. It's power comes from turning guilt and remorse back on its victim. Galactus feels no such thing. In his own way of thinking, Galactus is just feeding himself, albeit with entire planets, so he has nothing to be remorseful about. Ghost Rider would have nothing on which his penance stare could work.

The thing about Galactus he IMO isn't written right.
In one comic you have him laying waste to star systems and in another getting knocked on his ass by Thanos.
