I don't think I have ever seen the Family Guy.......can they understand the little kid with the big head or dog when they talk??

They always understand Brian the dog. They established that he's one of the rare talking dogs that came from the puppy farm where he was born.
Stewie is a crap shoot. Brian understands him, but I don't think that the others understand him all the time. I think it's like when your kid comes up to you, babbling in some baby language. We're hearing Stewie's internal monologue. But, in the same breath, the adults sometimes understand what he's saying.
In an episode where the family creates their own country, they make a joke about it at the end. In the future, a student watching history tapes of the Griffins asks "So...what's the deal? Can they understand the baby, or what?"
