I guess I just find the premise of Captain America simply being an olympic athlete with a shield silly. I understand that his moral compass, bravery and unwavering loyalty are what make him a hero but in terms of superheroes he is pretty disappointing when his prowess is shackled to the original concept. That's just me though.

Silver Surfer is a strong as he needs or wants to be. Back in FF #55, when he battled The Thing, he augmented his strength during the battle to be equal to Ben.
I liked this ranking when it first came out, and think it still holds.

well you gotta figure he's EVERY Olympic athlete rolled into one though. he's as strong as the strongest man to ever do the deadlift, as fast as the fastest man to ever do the 100 and has as much stamina as the longest endurance runner. and on your other point he's certainly been shown to be super human plenty of times over the years so I wouldn't say he's exactly as envisioned.

I would move:
1) Hulk to his own level
2) Thing up to the heavyweights
3) Surfer up to the heavyweights
4) Iron Man moves down one level
5) Colossus and Jen move up to the heavyweights

Most people wouldn't and they would all be wrong.
The armors from the 70's and 80's could be placed into a override mode bypassing all internal safety systems and push the capabilities of the armor, including physical strength, far beyond its normal level. This could also be achieved by tapping an sufficiently potent external power source.
So in the case of the armor depicted above, if it had a baseline strength enabling it to lift 50 tons (the original OHOTMU got this number wrong stating it as 11 tons) in override mode it could temporarily increase this to 810% or about 410 tons. In the first Avengers film, this is where they probably got the idea that Thor's lighting could boost his available power to 475% capacity. So that's why in picture above Iron Man states he is a Super Heavy-weight, but only for about two seconds. Now even with all this, he may not be as strong as Thor or the Hulk, but there is no way he should be dropped into the Heavyweights category.

I usually go by the 90's version...
There it said:
Namor, when wet, could stand up to the Hulk...He is stronger than Ben Grimm, who has class 90, so he must be class 100.
Iron Man had about class 90 strength...(about Ben Grimm's strength)
She-Hulk about class 90 (but should be class 100).
Colossus had class 100. (about Wonderman's strength)
I think both Doc Samson & Sasquatch had class 90 strength.
Ms. Marvel class 50 (but should be class 75).
Captain Britain, as he was in Excalibur: Class 100. How strong he was here, I don't know.
The Beast was class 10. (same as Spider-man)
Moon Knight had class 10 strength, but only at night. Normally he would have "Athlete" or "Peak Human" strength...
Black Bolt & Ghost Rider both had class 10 strength.
The Vision has class 50 strength.
Luke Cage had class 20 strength. This was after his upgrade: He used to have class 10.
I have NO idea what strength Thundra & Valkyrie had....
And the Silver Surfer could make his strength as high as he liked. What his baseline was, no idea...It said class 100, but...
