Going to assume this is mixed media.
It's definitely Oni. The reference pictures are of his stance.
Interesting that he is being hand sculpted.

Have we been told who's sculpting? That's surely not Jerry's desk? Never seen those before.
I thought the scale looked off, and even though Balrog is 6'6", he's hunched, but should still be taller than Oni. In game though, they are oddly the same height.
With the hair, and factoring in shrinkage, I guess PCS is right on! Can't wait to see the paint app and costuming on this guy.

Maybe it's Jerry...
But we saw this dude hand sculpting Subs.
He could very well be the guy in the reference photos for Oni.
Jerry has to be working on Ryu surely....with the advent of Street Fighter V.
