Actually, I think he questions whether or not to act differently than how he knows events played out historically. I'll need to check back to issue #2 for sure but I think he's chosing not to act differently as opposed to not being able to act differently.
In fact, during his meeting with Dr. Erskine he begins asking about time travel (proving today's Cap can guide his own actions in his prior body) and the impact of changing history and the result of that conversation convinces him he should not act differently.

I think you're right Joe. Acting differently takes effort on his part, but if there's one thing Cap has in spades it's effort. He's holding himself back to avoid changing history.

Other than the chest scar, this guy doesn't resemble the original or even a few incarnations later, Son of Satan at all. Why such a drastic change?

Not so sure about this. He was definitely monologuing in issue 2, as if in his body, watching the actions unfolding...again. Much like a man on a roller coaster.

His dialoging with Dr. Erskine wasn't monologuing but actual action, while the other battle scenes he questions if he should act differently. He's intentionally holding himself back from acting differently. His conversation with Erskine proves he can, in fact, act differently.

Don't get me wrong, I'd love to see the original look back with all it's spandex and Quicksilver-hair glory!
Just be relieved they quickly abandoned the New Defenders look...

Thanks for the review on War of Kings, Joe. I haven't been very regular for several years in collecting comics, and usually wait for the TPB's, but this is one that I will definitely read in it's entirety!
