Yes, they should lose both. Losing one pick sucks but since they have two this year, it really only takes them down to the same level as every other team, as most only have one.
The fines are funny, as well. Belicheat got the max, which is about all you can ask for. But Kraft got fined $250K and the guy is a friggin' billionaire. He has that much in his couch cushions.
