So, this is a project in planning. With so many new movies coming from DC and because of various licensing issues I doubt it will be realized.

I think they just kind of say they're looking into the rights thing for the most part because they kind of have to do that, but I don't see a big problem right off the bat. DC/WB owns the right s to these characters and the only ones that anyone else has done anything with is really Swamp Thing. Constantine/Hellblazer was released by WB and the rest as far as I know haven't been touched. Swamp Thing was originally released by Embassy which no longer exists but their films were distributed on vhs and disc by MGM/UA whose library is now owned by WB. But who knows, the opportunity for money brings people out of the woodwork so we'll see.
For me the biggest hurdle will be the movie itself. How do you do a movie with all these characters that have their own separate origins and get them to be a team onscreen in one two hour movie? These are unknown characters to most people who haven't read a comic, let alone some who read comics regularly.
We'll see what happens with this. Del Toro has a track record for wanting to do a thousand projects for every one he does get off the ground.

Mark my words this will never happen, just like the majority of Del-Toro's overly ambitious ideas.
First of all its hardly a marketable idea IMO. Don't get me wrong I'd LOVE to see it, especially with Del-Toro Directing but the costs of doing this right will far outweigh the audience it will generate. The League of Extraordinary Gentlemen anyone? These characters are just to obscure, and lets face it, all of them are C & D-listers in the DC Universe.
