Just like in the Onslaught series... let any psychic turn off Hulk's "control side" and we would really see which brute would win. 
Now on the other hand... if you want Hulk to win landslide... just let Doomsday "accidentally" kill any of his love ones. To be specific... his wife and child? No planet in the known universe would make Doomsday safe from Hulk's wrath. Hehehehe

Maybe if the Hulk gets some prep time with General Ross insulting him for an hour and if Doomsday first kills Betty and Rick Jones in front of him, it might be an even fight.

Using this logic, then the Juggernaut should beat the Hulk every time. The Juggernaut's strength is much greater than the Hulk's to start with. The Hulk would need to get angry for a while before he's in Juggy's strength category, or Gladiator's, or several other big time powerhouses. This of course will never happen to the Hulk though...
