The two pieces either size of Joker, if they are 1/4 scale then they must be those over sized 1/4 pieces, from Prime 1 (i assume?)
The circular black base below the broken road on which Joker stands is large, larger than the Sideshow Rouge base for example.

Prime 1 have a history of putting out different ideas of 1/4 scale.
Hush Poison Ivy 1/4 came out on the small side.
Some of Prime 1's other pieces, Wonder Woman, Street Fighter, Batman came out large, leading some to speculate they were the small end of 1/3 scale.

They are Sideshow Premium Format 1/4.

1/4 scale pieces appear to come in 3 sizes:
The small end of 1/4 scale - PCS Street Fighter Bikini line for example..
The large end of 1/4 scale - XM Studios Mystic, Prime 1 Street fighter, some Batman pieces to name a few.
The normal 'middle ground' - Weta THE JOKER, Sideshow Rogue, XM Studio's Scarlet Witch to name some examples.

It blows my mind that they aren't all literally 1/4 the size of the thing its representing.

While i do not own any, based on the info Sideshow display, life-size bust's can be smaller than life-size.
I'd have thought life-size would an simple scale to get right. I guess not?

I re_read your post. Maybe the 'owner' just happens to own a few over scaled 1/4 pieces?
If he is disappointed by the size, then if he continues collecting 1/4 scale pieces, there is more disappointment to follow.
1/3 scale might be the way to go in future.

The Dude
Sixth Scale Figure by Sideshow Collectibles

Arrived today..
The Dude figure looks so cool!

The head sculpt looks great, and is (dare i say it) Hot Toys level.
The cardigan complete with zipper looks perfect.
The clear footwear, Plastic's/Jellies look spot on.
The sunglasses (complete with clear orange lenses) look as good as they can look.
The various hands (of which there are 12) look slightly realistic.
The 4 glasses of White Russian complete with ice-cubes is an excellent touch. Note: each glass is a slightly different shape.
The figure also comes with a Bowling ball and black (fake) leather bowling ball bag complete with zipper.
There is a standard type of the stand, with a rug pattern (from the movie) overlay.
Oh (nearly forgot!) The Dude comes complete with a 1/6th scale Joint
