If koflach was correct, and you won a bargain on eBay for half it's true value, CBSA could then argue they should tax you on it's FULL value.
It's utter bollocks to claim that is OK to do.

I swear you didn't even read my post. They are taxing you on the VALUE of the item, NOT what you paid (or didn't pay in this case) for it. If you buy something for $1 and the actual value of it is $1,000 you will be asked to pay tax on the $1,000 and not the $1 you actually paid.

it really comes down to the CBSA agent. If they are feeling like it's been significantly undervalued they have the right to tax you on the fair market value that they deem it to be. It's no different than if you buy something for $100 but have the declared value as $0. If they feel it's worth $100, you'll be taxed on the $100.

So it's the "prize/award" bit that makes the difference.
In which case, I owe you an apology.
At least the eBay stuff is OK (the CBSA takes enough off us as it is!)

Not sure when this will come into effect, but may help sneak a few more bits & pieces through the net . . .
The new agreement raises duty-free shopping limits to $150 CAD ($115 USD) - well above the $20 CAD previously permitted by Canada.
I always thought the existing limit was $60 CAD - I've given in trying to understand all this crap
