So after watching the two latest trailers/clips, I'm not so sure this is Blitzwing?
Maybe the director threw a red herring during comiccon?

I think this Bumblebee movie will be the Rogue One of the long line of really shi**y human focused movies about Transformers. We may possibly get a movie for Transformers fans about Transformers instead of some douche trying to win a sexy babe with lots of comedy thrown in.

Looks like Starscream to me in previews. Don’t like this Blitzwing crap...he was purple.
I enjoyed the first Transformers movie but that was it. This new one finally got the designs right! Looks epic.

They're hinting this is somewhat in the Bayverse/soft reboot. They showed the Hoover Damn and sector 7 so I wouldn't be surprised he's stuck in an ice block in this movie if they go that route.
I have a sneaky suspicion all the G1 action we're seeing happens in the beginning before Bumblebee escapes or a flashback explaining the war and Shockwave or Starscream is leading the Decepticons.
