Yeah I did a double check. She had her legs raised high in the art:
Was that pose considered too indecent or something? Or perhaps it was a balance/stability issue?

Well considering the shape of the tip of the whip and the direction it was pointing, I'd say it was exceptionally suggestive. She was about to get her kitten punched.
