Seeing as 1/3 Donatello is about 60cm (~2ft) tall and is somewhat hunched, Krang standing upright is probably 90cm (3ft) if not more. Both measurements including base.

Yeah and Shredder's height is close to 27 inches so definitely needs to dwarf that. it will be a niche MKX Goro-esque piece... which is all the better!
