That was my first impression as well. I had never heard of X-23 until my nephew got a Marvel Vs. card featuring X-23. I wasn't interested at all.
BUT, after hearing so much about the "X-23: Innocence Lost" and "NYX" trades, I bought them. I have loved the character ever since. Despite the obvious genetic link, Laura Kinney is worlds apart from Logan in terms of background, temperament and personality. There's not much of a common vibe between them because X-23 was raised purely to be a weapon.
Plus, it is only recently that X-23 and Logan have had any extended exposure in the same comic book. Kyle and Yost have been doing fantastic work for Marvel, and it's obvious how much care they have been taking with X-23. Readers can tell she means something to them, and when writers are invested in their characters, it can make all the difference.
Ms. Marvel, Spider-Woman and She-Hulk have carved their own niche in the Marvel Universe and they are no less based on previous characters. I feel confident X-23 will be every bit as lasting as Ms. Marvel, Spider-Woman and She-Hulk.
