Get a good quality rope toy the ones that appear to be twisted string tied in a knot. Soak it in unsalted broth. Dry it in a very slow oven. he will try to chew all the flavor out of that, and it works as dental floss to keep his teeth clean, and his breath fresh.
Also feed him carrots it removes plaque and it`s healthy.

It could be the dog food you use. Avoid pet foods with lots of grain. The first 3 ingredients listed should be meat or poultry. Fresh vegetables (as mentioned carrots) are good for dogs. Cut them up and throw them out in the yard. Dogs are natural grazers and grazing for the vegetables is something they enjoy. Bones (like beef bones) will help with any tartar buildup which could cause bad breath. usually you can get them at a butcher or meat section in grocery store.
