You’re possible right to a certain extent. I watched the end Endgame scenes again, and while he does show his neck in the movie, it seems that the gold armour that is split into three sections just below the blue/black collar section on both the bust (which is far more intricate on the bust) and the 1/4 scale, looks to be only one section rather than three, in the actual movie.
So on the bust, it seems the gold sections have been increased?, pushing the armour higher up the neck, leaving less of it exposed.
Whereas on the 1/4 scale it also has more gold sections, but unlike the bust, it just seems to have been added on top, possibly resulting in the area being further extending in height? Resulting in your Giraffe effect.
I’m going to check out the Artbook to see if both were based on concept drawings instead.
EDIT. I just watched the first Thanos scene in Infinity War again where he’s captured Thor and Loki, and the armour is pretty much the same as on the bust, and in that scene it also doesn’t show his neck, like not at all. However the scene does show more of the back/base of his purple head that isn’t covered by the helmet.
