Two busts and a cut off (resin exposed) base in water for 24hrs. No damage yet.

Well, because boiling softens the resin and surely loosens paint applications.
Also, sitting it in pH balanced water would probably adversely affect the paints.
You know what though, it's worth a shot. try a cheap piece or one you're not very fond of and see what happens.

I've done some custom work, and had busts in the oven for over 10 minutes at over 300 degrees. Only damage was paint peeled on Yoda's ears. How long would you think a piece would need to be boiled to be de-toxicfied? Namor has too many plastic pieces to be boiled though.

You'll want a core temperature of 200F which translates into about 10 minutes of boiling (or baking) to sterilize it. 200 degrees could weaken the piece (make it pliable) or the glue where the parts are joined.
Then you have the concern of resin being made from petroleum. If there are traces in the statue or bust, then your aquarium could turn into a mini-Gulf of Mexico and kill your fish.
Like I said though, try it. I don't know what type of tank you keep, but if the fish are expendable, why not give it a shot? The worst you have to deal with is a ruined statue and whatever it cost.
A guy on an aquarium site suggested this:
"..any silicon glue will work. just get a caulking tube(if you have a caulking gun) and seal away.
Silicon is inert when it is dry. but you have to make sure it dries thoroughly."
I'd look for a spray and spray the hell out of it.
