I believe this is a good desicion. I have never read anything about this Sabra character in comics, she is not a character that i am familiar with, but i know that she is a very controversial character especially in today's global politic climate. Sabra could overshadow the whole film which depended on how big her role in the film and what they did with the character, if Marvel included her in the film. I am glad Marvel didn't take that risk.
