A question for ebay buyers: if you don't get the item you bought internationally from eBay.com, from a top-rated buyer, do they refund the just the item price or the shipping charges as well?

This has happened to me a few times and every time, the seller refunded both item cost and shipping. I would imagine that this varies by seller, but refunding both seems to be the standard, at least in my experience.
