No that's not how it works.... They always low ball these. I saw a cover that was estimated at $400-$600 it went for $1500. I have purchased a cover that was estimated at $800. It sold for $2800.

Yep! It is a dealer selling a piece of artwork for an owner. They just want a percentage like an auction house does themselves.
